The Transformers Project - one of the first Australian studies to examine how supported e-bike programs change travel behaviour - comes as governments invest billions in active transport and seek to reduce emissions from Australia's car-dependent transport system.

Across the eight-week trial, 42 Western Sydney participants completed 459 trips covering more than 3,000 kilometres, using e-bikes for commuting, shopping, recreation and social activities

Researchers found participants who received eight weeks of subsidised e-bike access, practical rider training, guided rides and peer support significantly reduced car use while improving their health, wellbeing and confidence. 

However, the trial also revealed education, confidence-building and ongoing support are critical if governments want more people to replace car trips with e-bike travel. Rather than focusing solely on subsidies or infrastructure, researchers recommend combining financial support with structured rider education, guided rides and ongoing mentoring.

Key findings include:

  • 92% of participants increased their confidence riding 

  • 59% reduced their car use during the program 

  • 75% rode more for everyday transport 

  • 71% said travel became more enjoyable 

  • 88% would recommend the program to others

Lead researcher Associate Professor Jennifer Kent said the findings challenge the common assumption that building cycling infrastructure or subsidising e-bikes alone is enough to encourage people to leave their cars at home.

This research shows that behaviour change doesn't happen simply because someone has access to an e-bike and some bike paths. People need the skills, confidence and support to use them safely in everyday life.

Many participants entered the program as inexperienced or low-confidence riders. Through practical coaching and group rides, they developed the skills to ride independently in real-world conditions, including commuting, shopping and travelling at night.

The program's benefits extended beyond transport.

Participants reported improvements in quality of life, mental wellbeing, health satisfaction and social connection, with many describing the experience as transformative, with anxiety about cycling turning into confidence and independence.

The report argues governments should rethink how e-bike programs are designed if Australia is to reduce transport emissions and car dependence. 

Researchers also call for continued investment in connected cycling infrastructure, secure bicycle parking and better integration with public transport, alongside measures to improve the affordability of quality e-bikes.

The study concludes behaviour change programs should be essential if governments want to achieve meaningful transport mode shift.
